Graveyard commanders are a pretty broad topic: There are commanders that care about casting spells from graveyards, that let you cast spells from graveyards, reanimator commanders, discard commanders, self-mill commanders, and other ways to fill the graveyard if your strategy touches the graveyard, theres a commander for it
Best thing about Recap is abuse with Wolfir Silverheart and cards like Birthing Pod and Recurring Nightmare

WotC really is pulling out all the stops for this set, and I suspect that the number of good reprints will keep the value of the newer cards a little lower than normal simply because theres only so low that cards like Crucible of Worlds and Omniscence can fall
I love cards like this, mainly because theyre fun, but look at this as a wildcard land in your deck that has you pay three mana to put it into play (which effectively ramps in mono-blue!) and can be a second copy of your best lands or someone elses
The combo relied on casting multiple copies of this red spell and its brother Unexpected Windfall, and it would generate an insane number of Treasures that can be exploited with Goldspan Dragon to cast multiple spells on a single turn and chain Time Warp effects in the form of Alrund's Epiphany
