Florida Tutoring Advantage contracts with a variety of partners who provide in-person or virtual tutoring, automated learning support services and AI enhanced learning support to districts across the state.
The University of Florida conducted a search for Tutoring Partners in the Fall of 2024 to provide services for the Florida Tutoring Advantage. The result of that Invitation To Negotiate (ITN) was the selection of 34 partners. Of those selected, a subset was awarded contracts for the Florida Tutoring Advantage Pilot that took place in the Spring of 2025. Tutoring services may include:
In-person, face-to-face tutoring that is developed and directed by the district which hires and trains tutoring personnel. Florida Tutoring Advantage partners with select districts that demonstrate the desire to build a program to be self-administered. Florida Tutoring Advantage may provide funding for technology, staffing and services to support a high-impact tutoring program.

Amira
Amira is a personal artificial intelligence tutor program. It provides every student with an always available, infinitely patient and highly-trained personal reading tutor. Amira assesses oral reading fluency and analyzes errors to pinpoint strengths and weaknesses.

ST Math is a PreK-8 visual instructional program that leverages the brain’s innate spatial-temporal reasoning ability to solve mathematical problems.
Zearn
Zearn Math is an online math learning program with over 1,000 K–8 digital math lessons designed to ensure every student has the support they need to succeed in rigorous, grade-level math. Every Zearn digital lesson develops both procedural fluency and conceptual understanding, with real-time, adaptive support to help students work through challenges while maintaining grade-level rigor.
In-Person Tutoring
ChapterOne
Chapter One is a one-on-one personalized tutoring program that embeds part-time tutors into the classroom to provide short bursts of instruction to individual students each week over the course of the school year. The program leverages technology and the relationship tutors build with their students to personalize instruction, dosage and session length to meet the individual needs of each child to develop a strong foundation in phonics and build reading fluency. Chapter One uses a “push-in” model that provides districts with part-time tutors, or Early Literacy Interventionists (ELIs), who meet with students one-on-one in the back of the classroom over the course of a school year. One ELI serves multiple classrooms in the school, and tutors work with individual students in 5-10 minute increment sessions during blocks of reading instruction or other opportune moments.
HeyTutor, Inc
HeyTutor is a leading education partner dedicated to helping students succeed through personalized, high-impact learning solutions. We partner with school districts to deliver in-person tutoring, expanded learning programs, and academic interventions that drive measurable student outcomes. Our comprehensive, standards-aligned curriculum spans Transitional Kindergarten through 12th grade in both English Language Arts and Mathematics, providing engaging, high-quality instruction tailored to students’ individual needs. Our student-centered approach combines experienced educators, data-driven instruction, and flexible program design to support academic achievement, engagement, and long-term success. The One on One Learning GAINS Instructional Support Program (“The GAINS Program”) – Grow, Accelerate, Individualize, Nurture, Sustain – is One on One Learning’s high-dosage tutoring program that embodies the Provider’s commitment to academic excellence. The GAINS Program is designed to accelerate student learning and achieve measurable academic success through a comprehensive, data-driven approach. This program incorporates proven best practices to support students.
University Instructors
Unlimited Instruction (UI), formerly known as University Instructors, works with schools and school districts nationwide to help maximize resources, achieve target performance goals and improve student outcomes by providing evidence-based, high-impact tutoring through face-to-face (in-person) small group instruction in reading and mathematics. This high-impact tutoring model is designed to accelerate mastery of grade-level content and skills and to advance learning recovery. Prior to implementation, UI provides training to tutors on instructional best practices and UI’s tutoring implementation and methodology.

Khan Academy
Khanmigo is an AI-powered personal tutor and teaching assistant from trusted education non-profit Khan Academy.
For learners and families, Khanmigo offers engaging, on-topic and effective learning for students, and is ethically designed with safety and learning as a top priority. Khanmigo doesn’t just give answers. Instead, with limitless patience, it guides learners to find the answer themselves. In addition, Khanmigo is the only AI tool that is incorporated with Khan Academy’s world-class content library that covers math, financial literacy, humanities, coding, social studies, and more.
Once
Once trains, equips and coaches paraprofessionals to deliver daily, 1:1 reading lessons to kindergarteners.
Reading Futures
We provide small-group virtual tutoring in grades 4-5. We specialize in students at FAST Level 1, including those with characteristics of dyslexia.
Our teachers are all certified — most are military spouses — with extensive experience and training working with students with reading difficulties. Our curriculum builds on 40 years of dyslexia intervention research, and we work with leading scientists on our model.
Our school partners appreciate the specialized support — it’s a “niche” that is difficult to address. All students make gains in word reading ability, and many make significant learning gains on FAST.
Our mission is to help that most struggling reader get back on track and ready for middle school. We love the work!
UNC / Targeted Reading Instruction
Targeted Reading Instruction (TRI) provides professional development with ongoing support for tutors implementing our digital curriculum. TRI supports students as they develop foundational reading skills, focusing on phonological awareness, phonics and decoding within the context of real words and texts. Tutors work one-on-one with a student to implement 15-minute preprogrammed lessons. TRI’s flexible scope and sequence allows tutors to select lessons that are matched to each student’s unique learning needs. TRI’s staff of experienced literacy coaches provide initial professional development and ongoing coaching to the tutors to ensure fidelity of implementation and support individualization of instruction. TRI’s digital platform allows tutors to easily provide high-quality individualized reading instruction designed to accelerate the academic progress of K-3 students.

Littera Education was founded in 2020 with the premise that high-quality tutoring works, but it is inaccessible to students who need it most due to the high cost and operational intensity of delivering tutoring in a school setting. Virtual Tutoring
Air Reading
Air Reading provides live, high-impact, personalized tutoring for students in grades K–8 reading. Our program aligns with the Science of Reading, focusing on foundational literacy skills such as phonemic awareness, phonics, fluency, vocabulary and comprehension. Tutors deliver synchronous, small-group online instruction with 2–4 students per group, meeting 2–4 times per week. Each session includes explicit, systematic instruction that builds on individual student strengths while addressing areas for improvement. Our program is designed to meet the needs of students with diverse learning backgrounds.
Air Tutors
Air Tutors provides high-impact digital tutorial services to support accelerated student learning recovery. We offer flexible scheduling to meet the needs of students and district partners. Our program is recognized for research alignment to best practices in effective tutoring, such as intentional and sustained mentorships, alignment to district curriculum and classroom experiences and targeted instruction to individual and small groups based on students’ individual needs and diagnostic assessments.

Cignition
Cignition is a K–12 virtual tutoring provider that delivers high-impact support in mathematics and English Language Arts. Led by experienced educators, Cignition partners with districts and schools to provide standards-aligned tutoring that supports student progress, engagement, and confidence. Instruction emphasizes conceptual understanding, productive struggle, academic discourse, and targeted support based on student need. Program teams monitor attendance, engagement, and learning progress so schools can use tutoring as part of a broader student-support strategy.

Hoot
At Hoot Reading, our mission is to change children’s lives through literacy. Hoot Reading provides 1:1, evidence-based literacy instruction. Incubated in a research project at the Nokia Research Lab with Sesame Workshop (the creators of Sesame Street) and the Joan Ganz Cooney Center, we partner with school districts across North America to address the literacy crisis and help children become confident, independent readers.
Ignite Reading
Ignite Reading partners with school districts across Florida and nationwide to close students’ reading gaps when it matters most: before they turn into a lifetime of catching up. Students receive daily intervention, working one-to-one with a certified instructor to master the exact early literacy skills they’re missing, and they move on as soon as the gap closes. Johns Hopkins University researchers called Ignite Reading’s early literacy intervention “a scalable solution to accelerate early literacy outcomes for high-need students,” and researchers found the gains stick: 17 in 20 students who reached benchmark with Ignite Reading were still on benchmark a year later.
Imagine Learning
Through a secure online platform, Imagine Learning offers synchronous virtual tutoring by highly qualified, certified Intervention Specialists. Tutors deliver personalized, data-driven instruction to individual students or small groups of students during 30-minute sessions three to five times per week for 10-36 weeks per cycle. Sessions are scheduled based on local school needs and can occur morning, afternoon, or evening during the school year or over the summer. Participating students are grouped according to shared learning needs in math and/or literacy, and services can accommodate English language learners and students with special learning needs or disabilities. Once a group is established, students will meet with the same Intervention Specialist for all sessions. Students participating in tutoring sessions also have access to Imagine Learning’s on-demand tutoring service seven days per week within the same online platform.
K12 Solutions / EQPD Learning
EQPD specializes in providing high-dosage virtual tutoring services for K-12 students, focusing on literacy and mathematics. The organization offers a comprehensive tutoring program that includes one-on-one and small group sessions (up to 1:3 ratio) delivered through the Pearl (Personalized Education and Remote Learning) platform.
EQPD’s services are grounded in research-validated methodologies, including the Science of Reading for literacy instruction and evidence-based approaches for mathematics. The organization provides customized curriculum alignment, progress monitoring and data analysis to ensure tutoring complements classroom instruction and drives measurable academic growth.
Nextcelerate
Nextcelerate is a high-impact tutoring program designed to elevate student achievement and unlock every student’s potential. Our initiative collaborates with district partners to meet the Tutoring Quality Improvement System standards set by Stanford’s National Student Support Accelerator.
Purple Ruler
Purple Ruler is a virtual tutoring and instructional-support provider that partners with school districts and charter networks to deliver high-impact, high-dosage tutoring online. Through live one-to-one and small-group sessions, our qualified tutors provide personalised instruction in reading, ESOL, and mathematics, aligned to Florida’s B.E.S.T. Standards and designed to fit within a school’s multi-tiered system of supports (MTSS).
Our model is built for measurable outcomes: instruction is matched to each student’s needs, with ongoing progress monitoring and clear data reporting for district and school leaders. Purple Ruler has delivered more than 65,000 live tutoring sessions to over 1,100 students across 227 schools, with particular strength serving vulnerable and hard-to-reach learners.
By combining evidence-based pedagogy with flexible, scalable online delivery, Purple Ruler helps districts accelerate learning and close achievement gaps for the students who need it most.
Simplified Math Engagement Center / Eurekii
Eurekii provides evidence-based, data-driven tutoring models that show quantifiable growth in student outcomes. Our differentiator is that we train our tutors to focus on student experience and engagement first – building a strong relationship of trust and safety so we can then push students to do harder things. Our second priority is challenge – because we know brains grow and catch up with challenge and novelty. Our third area of focus is measurable outcomes – ensuring our tutoring methods and work produce results. In summary, the Eurekii tutoring experience ensures our students are having a great experience, being challenged, and their success and confidence is being measured quantitatively.
Success For All
Success for All Tutoring (SFA-T) is a research proven, web-based literacy tutoring for below level students in grades K-8. SFA-T is easy-to-use software, has detailed guides and supports for tutors and uses extensive reports to track and display progress. SFA-T also has at-home activities that reinforce what students learn during the day and allow them to share with their parents. SFA-T allows students to work cooperatively in pairs to advance through activities, coached and monitored by a tutor. One SFA-T tutor can manage up to four students at a time during each 30-minute session.

Tutored by Teachers (TbT) partners with schools and districts to deliver high-impact, live online tutoring led by U.S.- credentialed teachers. Our evidence-based programs provide targeted academic support in literacy, mathematics, test preparation, and multilingual learning through small-group instruction designed to accelerate student achievement. All tutoring is aligned to state standards, including Florida’s BEST Benchmarks, ensuring students receive instruction that directly supports classroom learning and state assessment success.
